Abstract

After lengthy discussion of standardization of an 8kbit/s speech coding algorithm that will be used for the Future Public Land Mobile Telecommunication Systems (FPLMTS), the ITU-T approved the speech coder CS-ACELP (Conjugate-Structure Algebraic CELP) in the November 1995 meeting. This paper overviews of CS-ACELP and discusses the algebraic codebook, perceptual weighting, and quantization methods for LSP parameters and gain. It also presents the results of subjective quality tests.
