Abstract
The ITU-T approved the Conjugate-Structure Algebraic CELP (CS-ACELP) speech coder that will be used for Future Public Land Mobile Telecommunication Systems (FPLMTS) at its November 1995 meeting.This paper gives an overview of CS-ACELP and describes the algebraic codebook*, perceptual weighting, and quantization methods for LSP parameters and gain. It also discusses implementation aspects. Subjective testing indicates that the quality of this coder is equivalent to that of 32-kbit/s Adaptive Differential Pulse Code Modulation.
