Performance Evaluation of an Information Collection and Delivery System for Disaster Evacuation Guidance Using Message Ferries in Urban Areas

Abstract

After a large-scale disaster strikes, it is important for the government and municipalities to correct information such as the situation and number of disaster victims, and to use this information for providing appropriate evacuation information to disaster victims to disaster victims so that they can make prompt and accurate decisions and take appropriate actions. In this paper, an information collection and delivery system for disaster evacuation guidance using drones is proposed in order to collect information on disaster victims quickly and deliver appropriate disaster information based on this information to enable victims to evacuate quickly. In the proposed system, the flight paths of the drone are considered based on the disaster countermeasures in Nerima Ward, Tokyo, the target area, and the data collection rate and data delivery rate of the drone are evaluated through simulation.
